They hold the arms of the metal part of my bumper to my frame rails. I can't figure out how they are suppose to screw in. Just look at them, they are not normal bolts.

When you tighten them, the knurls (teeth) will dig into the holes in the frame so that you don't have to use a wrench on the back side.

You put the splined end into the splined hole and you tighten as normal.

There isn't a splined hole, only a slot.

have you put the bolts into the slots and tightened them? do they spin about?

I think the slots are probably there to let you align the bumper as needed to make it level.
